The purpose of current article is to develop a traffic model to do some optimization of traffic flows. Based on the consideration of schemes of transition probabilities between transport node states a differential equation of the second order was obtained and a boundary-value problem whose solution describes the dependence of the probability of blocking individual nodes of transport network from characteristics of the road traffic in time was formulated. A study of the lengths formed at traffic lights queue shows approximately two-fold reduction in the number of jams with the use of the developed model of "controlled" traffic lights compared with the "classical movement" with fixed time.
